In Hamburg, Germany, I noticed that at school and at home they had building  windows that opened accross the top.  But they also opened from the left by swinging on the right hindge.  Thus, each window does double duty.
The trick is the placement od the windows pull handle.

When the pull handle is rotated up to the 12 o’clock (up) position, the window opens at the top horizontal side.  It keeps the rain out and may keep out by confusion, a flying bug, or two.

When the handle is rotated to the 9 o’clock position, the same window can be opened from the right vertical side.When the handle is in the down or 7 o’clock position, the key lock can be pushed and each window in the house can be locked woth a key.

I also noticed that Hamburg windows are 3/8 to over 1/4 inches thick.  I bet this thick (one piece) of glass had insulation value.

I bet they do not have a bunch of contractors out selling and installing (alleged new concept) double “pain” windows and frames to replace “paper thin” glass in Germany, like we frequently see in Californ-oakiehomia.  There would be no need here in Germany.
